On 28 May 1980 plaintiffs moved the Court for an order authorizing the expenditure of funds to enable plaintiffs to retain expert witnesses for the purpose of inspecting the Powhatan Correctional Center, advising counsel and testifying at trial with regard to plaintiffs’ claims of overcrowding, pervasive physical violence, unsanitary conditions, and inadequate health care.
