MEMORANDUM AND ORDER

ROGERS, District Judge.

This is a petition for writ of habeas corpus, 28 U.S.C. § 2241, filed by an inmate while he was confined at the United States Disciplinary Barracks, Fort Leavenworth, Kansas. An order to show cause issued and the parties have filed responses. In 1992 and 1993, petitioner was tried by a general court-martial, consisting of officer and enlisted members at Fort Polk, Louisiana.
