By petition filed October 7, 1985, petitioner alleged that the above children were neglected by respondents, as evidenced by certain hospital reports of the child Lou’s medical condition. (An ex parte order placing the children in petitioner’s [Department of Social Services (DSS)] custody had been signed on Oct. 4, 1985.) A hearing was held on December 18, 1985, all parties and counsel being present throughout.
