MEMORANDUM AND ORDER

FULLAM, District Judge.

This suit challenges the legality of §§ 3234.6 and 3234.61 of the Pennsylvania Department of Public Welfare’s Public Assistance Manual (hereinafter P.A. Manual). These provisions are part of the regulatory system used by the Department of Welfare (hereinafter DPW) to compute the cash assistance available to applicants under the Federal Aid to Families with Dependent Children Program (hereinafter AFDC).
