Plaintiff Shahid Shaikh (an East-Asian Muslim, born in India, now a U.S. citizen and Connecticut resident) outbid his competitors at a public auction and entered into a purchase agreement with the U.S. Department of Housing and Urban Development to buy the Lowe Avenue Terrace Apartments — an apartment building located at 6531 South Lowe Avenue in Chicago, Illinois.
