In this original proceeding in mandamus instituted by the State of West Virginia at the relation of the West Virginia Board of Education, a public corporation, the petitioner seeks to require the respondent, Edgar B. Sims, Auditor of the State of West Virginia, to honor a requisition, known as Transmittal No. 390, dated February 3, 1954, submitted by John L.
