This suit challenges the composition of the Tobacco Products Scientific Advisory Committee (“TPSAC” or “Committee”), a federal advisory committee established in 2010 by the U.S. Food and Drug Administration (“FDA”) to provide advice and recommendations on scientific issues relating to tobacco products.
