Plaintiff Muluwork Shume applied for, and was granted, a Nurse Aide Certificate by the District of Columbia Department of Health in 2007. The District of Columbia then renewed Shume's certificate three times. However, in 2015, Defendants Pearson Education Inc. and NCS Pearson, Inc.
