Petitioner Randall Sipe has appealed from a decision of the Department of Public Welfare (DPW) denying his request under the Right-to-Know Act1 that he be allowed to examine and copy “Settlement and Appeal Activity Reports” as to nursing homes for the period of July, 1989 through June, 1992. In refusing, DPW’s chief counsel contended that such reports are not “public records” under the Act.
