Dear Representative Taylor:

I am writing in response to your request for my opinion regarding the application of Act 1835 of 2001. Specifically, you have posed the following three questions:

1. Is this Act [Act 1835 of 2001] constitutional in light of Amendment 14 Section 1 of the United States Constitution (the Equal Protection Clause) and Article 2 Section 3 of the Arkansas Constitution?
