11 This opinion concerns a proceeding to involuntarily terminate the mother’s parental rights to her minor child, H.A.B., filed by the State of Louisiana, Department of Social Services, Office of Community Service (OCS). Pursuant to La. Child. Code art. 1015(5)/ the District Court permanently and irrevocably termi*347nated S.B.’s parental rights. The Court of Appeal reversed the District Court’s judgment, finding OCS had not proven its case for termination by clear and convincing evidence pursuant to La. Child. Code arts. 1015(5)1 and 1036.
