Ronald D’Alessandro (Petitioner) petitions for review of a decision of the Office of Attorney General which sustained the ruling of the Pennsylvania State Police denying his application for a license to carry a firearm. We reverse for the reasons set forth below.

On June 30, 2003, Petitioner applied for a license to carry a firearm pursuant to Section 6109 of the Pennsylvania Uniform Firearms Act of 1995 (Firearms Act), 18 Pa.C.S. § 6109. An examination of Petitioner’s criminal history through the Pennsylvania Instant Check System (PICS) revealed a simple…
