This case is before this Court on direct appeal from a decision of the Circuit Court of Cole County declaring section 115.348, RSMo Supp.2005, 1 unconstitutional on equal protection grounds. Mo. Const. art. V, section 3. The statute provides that no one convicted of a federal crime qualifies as a candidate for elective office in Missouri. This Court affirms on other grounds and holds that the bill enacting section 115.348 violates the single subject clause of the Missouri Constitution — Mo. Const. art. III, section 23.
