This appeal is from an order of the district court denying a petition for judicial review. Appellant Angel Tarango is an undocumented worker who was injured during the course of his employment with a Nevada employer. Although Tarango received *447workers’ compensation benefits under Nevada’s Industrial Insurance Act, he was denied vocational rehabilitation benefits.
