The Board of Attorneys Professional Responsibility (Board) appealed from the referee's conclusions of law in respect to the professional misconduct of Attorney Donald J. Kraemer in having engaged in sexual contact with a client and from the recommendation that Attorney Kraemer be publicly reprimanded for that misconduct and receive a private reprimand for his neglect of that client's legal matter.
