The issues raised by the petitioner and the respondent cause us to direct our attention to three specific situations.(1) Is an indigent defendant entitled to appointment of counsel, at public expense, when he is charged with a misdemeanor as defined by the Wisconsin statutes?
This question is as perplexing as it is controversial and has caused much difficulty throughout the country.
