DiCARLO, Judge:

Plaintiff seeks disclosure, under protective order, of certain verification exhibits submitted by a foreign producer in an ongoing antidumping investigation of new steel rail, except light rail, from Canada. This is the first case to arise under 19 U.S.C. § 1677f(c)(l), as that provision was amended by section 1332 of the Omnibus Trade and Competitiveness Act of 1988, Pub.L. No. 100-418, 102 Stat. 1107, 1207-09 (1988).
