*867On September 9, 1975, the Justices submitted the following answers to questions propounded to them by the Council.

To the Honorable Council of the Commonwealth of Massachusetts:

The Justices of the Supreme Judicial Court respectfully reply to the questions set forth in an order adopted by the Council on July 30, 1975, and transmitted to us on August 5, 1975. The order raises questions concerning Executive Order No. 114 (Executive Order) which provides for the establishment of a Judicial Nominating Commission (Commission) .
