THOMPSON, Associate Judge:

In this case, we consider the Report and Recommendation of the Board on Professional Responsibility (“Board”) with respect to two matters that the Board consolidated. Both matters concern respondent Tamla T. Scott, a member of the Bar of the District of Columbia. The first is a reciprocal matter based on disciplinary action by the North Carolina Bar, and the second is an original matter arising out of respondent’s conduct in connection with her application for admission to the District of Columbia Bar (“D.C.
