Relator is a citizen, resident, taxpayer and voter of the city of St. Louis, Missouri, and is employed as a ladderman in the Fire Department of said city, classed as a private, Class A. Respondents are the Mayor, Comptroller, and President of the Board of Aldermen, respectively, and as such constitute the Board of Estimate and Apportionment of said city. This is an original proceeding in mandamus whereby relator seeks to compel respondents to submit to the Board of Aldermen of the City of St. Louis a statement showing in the estimated requirement of the Fire Department of said city a salary…
