This appeal is from an order and ruling of trial court annulling a writ of certiorari issued in an action brought by plaintiff to test the legality of an administrative ruling of defendant in conjunction with the application of plaintiff for the reissuance and renewal of a permit and license for the sale and distribution of a fertilizer product in keeping with the provisions of chapter 200, The Code, 1966.
