This action was brought by plaintiff as a taxpayer and parent of *223children attending the public schools of St. Paul, on behalf of himself and other taxpayers and parents, against the city of St. Paul as an independent school district. Briefly stated, the allegations of the complaint are as follows:
The city of St. Paul is an independent school district, and maintains public schools as provided by the laws- of the state. Such schools are largely conducted and operated by a board of school inspectors appointed by the mayor by and with the advice and consent of the common council of the city. That…
