In this action, Rodney D. Driver, a Rhode Islander, former professor and state legislator, and perennial candidate for the U.S. Congress, claims his First Amendment rights were violated by the Chief of Police of the small town of Richmond, Rhode Island, when his political signs were removed from their roadside locations.
