The facts on which this application is based are as follows:
A certain suit entitled The State of Louisiana vs. The Mexican International Improvement Company et al., had been- hied in the Civil District Court for the parish of Orleans, and had been regularly allotted to Division “ E,” presided over by the respondent, Judge Voorhies.
