Appellant filed his bill in January, 1921, in the superior court of Cook county, seeking to enjoin the appellees the director of the Department of Public Works and Buildings of the State of Illinois and the superintendent of waterways of said department from interfering with, hindering or obstructing him from constructing a bulkhead across the entryway of a waterway known in this record as the duPont slip or magazine slip.
