The petition of plaintiffs for a declaratory judgment and each of its two counts were dismissed with prejudice on motion of the defendants, and this appeal followed. The plaintiffs are St. Louis Teachers Association, alleged to be a not-for-profit corporation, and nine individuals who are alleged to be residents, citizens, taxpayers, teachers and parents of school children in St. Louis.
