Appeal from a judgment of the Supreme Court at Special Term, entered June 19, 1974 in Albany County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, and reinstated him to his position as Housing Project Director of the City of Cohoes Planning and Development Agency. Petitioner was appointed by appellant Mayor of the City of Cohoes on February 18, 1973 to the position of "Planner” in the Cohoes Planning and Development Agency.
