Before the Court are dueling Motions for Summary Judgment arising from a dispute over the management of the National Elk Refuge in Jackson Hole, Wyoming. Defenders of Wildlife and their fellow plaintiffs challenge the comprehensive Bison and Elk Management Plan adopted jointly by the United States Fish and Wildlife Service (“FWS”) and the National Park Service (“Park Service”) (collectively, “the agencies”).
