We have burrowed diligently through a welter of claims, administrative rulings, and court judgments spanning a period of seven years and involving at one time or another at least fourteen parties, and have uncovered at the center a single issue that is dis-positive of these consolidated appeals: Is the destruction of public documents a legal subject of collective bargaining?
