Thomas Jones contends that the City of Atlanta (the “City”) imposes unlawful taxes on him and other customers of its Department of Watershed Management (“DWM”) by means of two City ordinances. City ordinances 98-O-1920 and 98-O-1921 (collectively, the “Ordinances”) levy charges on DWM’s revenue and property that are deposited in the City’s General Fund.
