Presently pending before the Court is the Defendants’ Motion to Dismiss certain parts of the complaint in this case. Plaintiff, Peter Guilday, is an investigator in the Philadelphia Office of the Immigration and Naturalization Service (“INS”) of the United States Department of Justice.
