I. BACKGROUND

Pro se plaintiffs Luis Andino (“Andino”) 1 and DialloRafik A. Madison (“Madison”) brought this action alleging violations of Title II of the Americans with Disabilities Act of 1990 (“ADA”), 42 U.S.C. § 12131; § 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794; 42 U.S.C. § 1983; 28 C.F.R. § 35.134; and the First, Eighth and Fourteenth Amendments of the United States Constitution.
