Petitioner Hambali Amir (“Amir”) petitions for review of an order by the Board of Immigration Appeals (“BIA”) affirming the Immigration Judge’s (“IJ”) decision to deny Amir’s claims for asylum and withholding of removal under both the Immigration and Nationality Act (“INA”) and under Article 3 of the United Nations Convention Against Torture (“CAT”).
