delivered the opinion of the Commission of Appeals, Section A.

Chapter XXV of the Charter of the City of Fort Worth deals with “Assessment and Collection of Taxes.” Section 1 of this chapter provides for appointment of an assessor and collector of taxes and sets out his duties. Section 2 provides for the appointment annually of a Board of Equalization. Among other things the following provisions are made with reference to the powers and duties of said board:
