The plaintiff in this action, Secretary of the United States Department of Labor Alexis M. Herman (“Secretary”), alleges that defendant Local No. 1695 of the United Automobile, Aerospace & Agricultural Implement Workers of America (“Local”) violated Title IV of the Labor Management Reporting and Disclosure Act of 1959 (“LMRDA”), 29 U.S.C. § 481, et seq., (“Title IV”) during two elections held in May 1998 and March 1999.
