Original proceeding in mandamus.

1Per curiam

In this, an original action in mandamus, the plaintiff seeks to compel the state board of administration and the state auditor to deliver to the plaintiff certain warrants signed and registered for a part of the contract price for the construction of a building at the state normal in Emporia, and seeks to compel the state treasurer to pay the warrants after *374their delivery. An alternative writ has been issued, and an answer has been filed to which the plaintiff demurs.
