JACOBS, Justice:

James Scheers, an employee of Independent Newspapers, Inc. (“Employer”), appeals from an order of the Superior Court upholding certain determinations of the Industrial Accident Board (“Board”). Two issues are presented on this appeal: (1) whether the Board correctly determined that Scheers was entitled to partial, but not total, disability compensation benefits; and (2) whether the Board correctly awarded Scheers only one attorney’s fee rather than two.
