OPINION

NIGRO, Justice.

In this consolidated appeal, we granted allocatur to determine whether an anonymous tip and other purported corroborating evidence created a reasonable suspicion that criminal activity was afoot and therefore, provided a basis for police officers to stop Appellants for investigation. Since we conclude that the officers in each case could not have reasonably suspected that criminal activity was afoot at the time of their investigatory stops, we reverse the Superior Court’s decisions that affirmed the suppression courts’ denial of Appellants’ motions to suppress.
