MEMORANDUM AND ORDER
HOLSCHUH, District Judge.
This case is before the Court on the plaintiffs’ motions for a preliminary injunction and to certify a class and defendant’s motion to dismiss or, in the alternative, for summary judgment.
On February 9, 1,983, the plaintiffs filed the present action against the defendant and moved the Court for a temporary restraining order and preliminary injunction.
