Appeal from a decision of the Unemployment Insurance Appeal Board, filed March 28, 1997, which ruled that claimant was ineligible to receive unemployment insurance benefits because he did not file a valid original claim.

Claimant, a veteran, was discharged from his permanent, noncompetitive position as Director of Fiscal Management and Investments for the State Insurance Fund (hereinafter the employer) in April 1995.
