The defendants were convicted in a summary proceeding before the burgess of the borough of Monessen *631for violation of a borough ordinance. They presented their petition to the court of quarter sessions, alleging that they had been convicted without a hearing or an opportunity to be heard in their own behalf, and that they had been severally fined. The petition averred that they were not guilty of the offense charged, that they had not had a fair trial and though they had a complete defense no opportunity had been given them to acquit themselves.
