The city of Philadelphia, in 1901, by ordinance duly approved, authorized the proper municipal officers to lay a large water main, as a part of the system for the introduction of filtered water, in Rex avenue, upon which plaintiff’s property abutted for a distance of about 200 feet. The municipal authorities entered into an agreement with a contractor to do the work authorized by the ordinance.
