This appeal is from a judgment in favor of -appellee construction company for the balance due on a building contract.
It appears that appellee entered into a contract with the District of Columbia for the erection of a school building. Paragraph 25 of the specifications, upon which appellee company’s bid was made, and subsequently the contract entered into, reads as follows: “25. Cement. — All cement to be used in the work, unless otherwise herein described, shall be Portland cement, furnished to the contractor by the District of Columbia at its property yard…
