The United States (“the government”) brings this consolidated appeal from orders of the district court 1 holding that, under 18 U.S.C. § 4245 (Supp.III 1985), 2 a federal prisoner must be afforded a hearing before he may be transferred to a separate facility for a psychiatric or psychological evalua tion to determine whether mental commitment proceedings should be commenced against him. For the following reasons, we reverse the judgment of the district court.
