OPINION

JACOBSON, Presiding Judge.

In this appeal from summary judgment, we (1) interpret A.R.S. § 20-680, which exempts the Arizona Property and Casualty Insurance Guaranty Fund (Fund) from liability for claims made against an insolvent insurer, and (2) determine whether the Fund is immune from tort liability.

FACTUAL BACKGROUND

Appellant Wells Fargo Credit Corporation (Wells Fargo), among other things, conducted an automobile leasing business in Arizona. In connection therewith, Wells Fargo obtained from Integrity Insurance Company (Integrity) what Integrity called “residual value insurance.”…
