Plaintiff Public Employees for Environmental Responsibility (“PEER”) brings this action against the Office of Science and Technology Policy (“OSTP”) for failure to disclose information pursuant to the Freedom of Information Act (“FOIA”). Plaintiff seeks material consisting of certain communications relating to the cultivation of genetically-modified crops on national wildlife refuges and certain records relating to an inter-agency working group on agricultural biotechnology.
