Victor Guinto is a longtime employee at Exelon Generation and its affiliated entities (together, “Exelon”). Guinto twice applied for a Senior Reactor Operator (“SRO”) position at Exelon’s Braidwood Nuclear Power Station, but both times Ex-elon denied his admission into a certification class that was a prerequisite for the position.
