George and Judith Reihner appeal from an order of the Court of Common Pleas of Lackawanna County that affirmed a decision of the City of Scranton (City) Zoning Hearing Board (Board). In its decision, the Board denied the Reihners’ appeal of a Notice of Violation (NOV) issued by the City’s Zoning Code Enforcement Officer for illegal operation of a Bed and Breakfast (B & B) at the Reihners’ home in violation of the City’s Zoning Ordinance (Ordinance).
