The Louisiana State Bar Association, appearing through its Committee on Professional Responsibility, instituted this disciplinary proceeding against Arthur F. Du-maine by Petition filed on October 27,1987. The charge of misconduct came to the attention of the Bar Association in August of 1986 when Edna Matherne filed a complaint with the Committee on Professional Responsibility alleging that respondent “took retainers from us, did not file case, never sent a written activity report, refused to meet with us, [and] never answered phone calls left on his recorder by me or my…
