Plaintiff City of Chicago (the "City") filed a two-count amended adversary complaint against debtor-defendant Ronald Spielman ("Spielman"), seeking a determination that a judgment debt owed to it by Spielman is nondischargeable pursuant to 11 U.S.C. §§ 523(a)(2)(A) and (a)(7).1 The matter is now before the Court on the City's motion for summary judgment on both counts of the complaint.
